STRICT SAFETY MEASURES OVER THE EASTER WEEKEND

Arrive Alive spokesperson, Ntao Letebele, says this year's campaign will focus specifically on taxis and buses, and that more police will be deployed at road blocks and will impound any vehicle found to be unroadworthy.

South Pasadena on the edge of Los Angeles has become a cursing-free zone. Under a City Council proclamation approved on Wednesday, those who use profanity or make rude gestures could find themselves shamed into better behaviour by the unsettling glances of South Pasedena residents who take their reputation for civility seriously. The proclamation will be in effect until today, and then the first week of every March hereafter.

South Africans want the National Prosecuting Authority's Scorpions to exist separately from the police service, a survey released on Wednesday found. This came as government moved to disband the unit of crack investigators. Of 2 000 people polled in seven metropolitan areas, 59% agreed with the statement: The Scorpions should be separate from the police. Only 26% of those surveyed disagreed, while 12% said they did not know. Capetonians were most adamant that the unit remain independent of the SAPS, followed by Gauteng - with the least in agreement residing in Bloemfontein.

Two relatives appeared in the magistrate's court in Hazeyview on Wednesday on charges of giving a policeman a R50 000 bribe to release another relative implicated in 79 crimes around Mpumalanga, Limpopo and North West. Mpumalanga's Captain Leonard Hlathi said the suspects were charged with bribery shortly after a trap was set for them on Wednesday. He said the suspects had wanted the policeman to release Moses Matsabe, who was arrested on the N4 highway in Middelburg on December 11. The two are Matsabe's brother and cousin. Hlathi said the police are investigating 79 serious cases against Matsabe, 37 of which are ready for court and 42 of which are still under investigation. He is scheduled to appear in Middelburg Magistrate's Court again on April 7. His brother and cousin will appear in Middelburg Magistrate's Court on March 25 for the bribery case.

Thirteen reserve constables charged with corruption were set free after they appeared at the Komatipoort magistrate's court on Tuesday. This was because the prosecutor had misplaced the charge sheet, said Mpumalanga police spokesperson, Leonard Hlathi. The 13 were arrested last Wednesday after border control officers found 26 Mozambican nationals hiding under the seats of a bus returning to South Africa. Hlathi said the constables allegedly received bribes from the Mozambicans they were deporting, so that they could return to South Africa. Police were very disappointed by the negligence caused by prosecutor Abraham Mohlabe as they would need to start their investigations from scratch in order to put the case back on the roll, Hlathi said.

Official results put MDC in lead
01/04/2008 08:25 - (SA)

Harare - Zimbabwe's opposition Movement for Democratic Change remained in the lead over President Robert Mugabe's Zanu-PF on Tuesday, winning more than a quarter of the parliamentary seats after weekend polls.
The Zimbabwe Electoral Commission announced the MDC had won 56 of the 210 parliamentary seats, while the Zimbabwe African National Union -Patriotic Front trailed behind with 53.
Results continued to trickle in at a snail's pace, which had seen the MDC accusing the commission of deliberately sitting on results in a bid to fix the election in favour of Mugabe, who had ruled since independence from Britain in 1980.

Willem Oosthuizen mistook Koos and Jeanette Pruis's living room for his garage very early on Sunday morning and parked his car on top of their antique furniture, fine porcelain, heirlooms and copper pots. According to Beeld newspaper, he later apologised to the Pruises for driving into their living room and causing the damage. Jeanette woke Koos about 03:00 in the room next to the living room where he had fallen asleep in front of the television. The next moment there was a crash and they had a car in their living room. Koos Pruis asked Oosthuizen what he was doing in his lounge, Oosthuizen replied that it was his garage. When Koos corrected him, Oosthuizen apparently put his car in reverse and backed off to where the remaining piece of garden wall and a manhole stopped him from driving further. The estimated extent of the damage is believed to be R600 000. Inspector Liesl Horak of Secunda police said a case of reckless and negligent driving was being investigated against Oosthuizen. **** scared2.GIF *

Morgan Tsvangirai, leader of the Movement for Democratic Change in Zimbabwe, has turned directly to African National Congress president Jacob Zuma after losing faith in President Thabo Mbeki's handling of the crisis there. Zuma on Tuesday criticised the delay in declaring the results of Zimbabwe's presidential election. As party lawyers argued at the high court for an immediate announcement of the result of the March 29 presidential poll, the MDC's said its supporters were being provoked into violence as part of a strategy to impose a state of emergency. The opposition fears that a state of emergency could allow Mugabe, who has ruled since independence in 1980, to suppress the election results and therefore cling to power. The head of the election commission, meanwhile, said the body was continuing to try and produce the presidential result but was hampered by financial and personnel problems.

People have had enough. Claudene Walsh of Magalieskruin went after a man who tried to hijack her in Germiston and handed him over to the police. Early on Tuesday morning, Walsh was sitting her bakkie at a building site in Lambton when two men suddenly appeared at the car door. One of the men pointed a 9mm pistol and grabbed her cellphone from the passenger seat as well as about R1 500 which she had been counting on her lap. Then they demanded her car keys. Suddenly, she pushed open the door, stood up and shouted at the men. The men ran off with Walsh chasing after one in her bakkie. About 15 pieceworkers, whom she had called to help her, grabbed the man and threw him to the ground. The police arrived shortly after and arrested the man. The police confirmed that a charge of attempted armed hijacking had been laid against the man. He was being detained and was due to appear in court on Thursday. The other robber, who fled with Walsh's money and cellphone, had not yet been found.

Premier Nosimo Balindlela has been ordered by East London High Court to pay more than R200 000 in damages to a Pretoria businessman for a car accident in 2001. The Daily Dispatch reported on Monday that Hendrik de had successfully sued Balindlela for negligence for a total amount of R204 297. De 's civil action against the premier was the result of 'public officials failing to properly barricade and erect warning signs, on the R61 between Queenstown and Cofimvaba'. This resulted in a car accident, in which De 's vehicle ran off the road, and down an embankment into a river. According to the report, the car was a write-off. The High Court action began after her office failed to acknowledge an order from King William's Town Magistrate's Court, to pay De R79 631, in 2003. This amount included De 's travelling costs and legal expenses. In January 2005, the court added an amount of R23 693 for the applicant's legal costs. Balindlela's office appealed against the judgment, but it was dismissed with further costs.

Searchers scanned the waters off Brazil's southern Atlantic coast on Tuesday for a Roman Catholic priest who disappeared after floating into the sky under hundreds of helium party balloons. Rescuers in helicopters and small fishing boats spent a second day seeking signs of the Reverend Adelir Antonio de Carli, said the treasurer of his Sao Cristovao parish, Denise Gallas. Carli lifted off Sunday afternoon from the port city of Paranagua, wearing a helmet, thermal suit and a para e. He was reported missing about eight hours later after losing contact with port authority officials.
Authorities later saw pieces of balloons floating in the sea off the coast of Santa Catarina state close to where Carli last made contact. The priest was trying to break a 19-hour record for the most hours flying with balloons to fund a spiritual rest stop for truckers in Paranagua, home to Brazil's largest grain port. Brazilian truckers often spend days waiting to unload in the port, especially during the busy soy export season now under way.
